		<description><![CDATA[Three amendments to the fiscal 2011 spending bill that would have cut $52 million in Veteran Affairs Department (VA) funding were withdrawn in the final moments prior to House Rules Committee approval. The $52 million dollar budget cut would have crippled the VA. The three amendments were submitted to the House Rules Committee under the name of John Boehner, a Republican from Ohio. The House Rules Committee approved 14 other amendments brought forward. ]]></description>

		<description><![CDATA[Is it possible that a contractor in the present day can asserts rights against the Government arising under World War II defense contracts?  The answer is apparently “yes.”  

In a decision released on May 27, 2010, the Court of Federal Claims held that oil refiners were entitled to compensation to recover environmental clean-up costs from the Government under the terms of their wartime oil and gas production contracts. The contracts in question contained a “Taxes” clause that provided that the Government would reimburse the contractors for any new or future “taxes, fees or charges” that were imposed upon them by virtue of state or federal law by reason of their production activities.]]></description>

		<description><![CDATA[In an effort to comply with the 2009 Defense Authorization Bill and with the intention of reducing unnecessary repetition in federal acquisition, the Office of Management and Budget (OMB) plans to issue guidance this summer instructing agencies to begin justifying their creation and use of large multiple-award contracts (MACs).  Once such guidance is issued, agencies will be required to submit business cases to OMB prior to procuring services through MACs in order to “explain how proposed  . . . [MACs] differ from existing options and why they will offer greater value.”   More specifically, agencies will need to demonstrate the cost benefits of awarding and managing MACs as compared to using another option such as existing GSA schedules in order to continuing using these popular contract vehicles in the future.  ]]></description>
